China National Petroleum Corporation (CNPC) Niger Petroleum S.A. planned to construct a long crude oil pipeline from Niger to Benin in export the crude oil offshore. The entire project includes onshore pipeline and offshore pipeline section.

The first station of the crude oil export pipeline in Niger is located at the Koulele origin station beside the Koulele Centralized Processing Station (Agadem Koulele CPF) of Agadem Oil Zone in Diffa in southeast of Niger and the terminal is located at Seme Port of Oueme Province in southeast of Benin. Total length of the land pipeline is about 1980 km, 1293 km of which is located within Niger and 687 km is located within Benin. The designed output capacity is 450×104 t/a.

The offshore portion of Niger to Benin crude oil export pipeline is from the last terminal in Seme Port region to the offshore Single-Point Mooring (SPM) system. The oil tanker of 150-thousand-ton maximum capacity shall be moored at SPM to load the export crude oil.

The total length of the offshore pipelines is about 15.0 km. The water depth varies from 0m to 27m. The radius of SPM Mooring and Maneuvering Zone is about 900m.

Tecnoconsult provided PMC (Project Management Consultant) activities during detail design and construction and installation phases. Review and approval of SPM technical process documentation, offshore construction documentation, interface with client and EPCI Contractor, participation in workshops and meetings.
