NIGER TO BENIN CRUDE OIL EXPORT PIPELINE

NIGER TO BENIN CRUDE OIL EXPORT PIPELINE

Client/Company: ILF / CNPC
Business Area: SPM Systems
Country: Niger - Benin
Tecnoconsult SoW: Project Management Consultancy (PMC)

China National Petroleum Corporation (CNPC) Niger Petroleum S.A. planned the construction of a long-distance crude oil export pipeline connecting Niger to Benin, including both onshore and offshore sections.

The pipeline originates at the Koulele Station, adjacent to the Koulele Centralized Processing Facility (CPF) in the Agadem oil field, located in the Diffa Region of southeastern Niger.

The export terminal is located at the Port of Seme, in the Oueme Province of southeastern Benin.

The onshore pipeline has a total length of approximately 1,980 km, including about 1,293 km in Niger and 687 km in Benin, with a design capacity of approximately 4.5 million tonnes per year.

The offshore section of the project connects the Seme terminal to a Single Point Mooring (SPM) system designed for crude oil loading operations onto tankers with capacities of up to 150,000 DWT.

The offshore pipelines have a total length of approximately 15 km, in water depths ranging from 0 to 27 metres. The SPM mooring and manoeuvring area has an operational radius of approximately 900 metres.

Tecnoconsult provided Project Management Consultancy (PMC) services during the detailed engineering, construction, and offshore installation phases.

The scope of work included the review and approval of SPM process engineering documentation, review of offshore construction documentation, technical coordination between the Client and the EPCI Contractor, and participation in technical workshops and project progress meetings.
