Tecnoconsult SoW: Basic Design / Permitting Studies for an LNG Regasification Terminal
The end client planned the acquisition and operation of an FSRU (Floating Storage and Regasification Unit) with a nominal LNG storage capacity of 130,000 m³ and a gas send-out capacity of approximately 330,000 Sm³/h.
Permanently moored within an existing port, the FSRU was designed to convert Liquefied Natural Gas (LNG), delivered by LNG Carriers, back into its natural gaseous state.
The terminal, including the FSRU and the auxiliary facilities installed on the jetty, was also designed to provide Small-Scale LNG (SSLNG) services, including truck loading and ship reloading/bunkering operations.
The system also included the installation of an onboard Wobbe Index Corrector, enabling the reception of LNG from virtually all global markets while ensuring compliance with the quality specifications required by the Italian gas transmission network.
Engineering activities covered both the FSRU process plant design and the marine systems design, including jetty mooring systems, STS (Ship-to-Ship) operations, transfer hoses, loading arms, and all infrastructure installed on the jetty.
Tecnoconsult also carried out the engineering design of the onshore facilities, including truck loading bays, gas send-out piping, LNG piping systems, fire protection systems, and control systems.
The scope of work also included the preparation of the technical documentation required to obtain the permits and authorizations for the construction of the terminal.
The main engineering activities included terminal configuration definition, preparation of process documentation (PFD, P&ID, H&MB, Equipment List, Electrical Load List), thermo-hydraulic simulations, development of process philosophies, cold vent sizing, heat radiation and gas dispersion studies, general jetty layout, manoeuvring and mooring system design, piping engineering, civil works, safety assessments, cost estimation, and project scheduling.
